Since this is an open tender the probable competitors will be:

Lockheed Martin with the F-35
The European Consortium (BAE, Airbus Group and Alenia) with the Eurofighter Typhoon
Dassault Aviation with the Rafale
Maybe Boeing with the Latest version of its F-18

Russia seems unlikely to participate given the history of the two countries. The latest aircaft bought by Poland was the Lockheed Martin F-16.

The Polish government has reserved PLN170 million (USD56 million) for the programmes pre-acquisition phase in 2020 and PLN330-350 million for the aircrafts' purchase cost in 2021/22.
